Social and Economic Investment Company TISE SA has 25 years of business history. It was established in 1991 by the BISE Bank, Foundation for Social and Economic Initiatives (FISE) and the French investment fund SIDI. At present, it is owned by the French cooperative bank Crédit Coopératif, which has financed social economy projects for over 120 years.
Initially, TISE was in the business of equity financing for small and medium enterprises through venture capital, credit guarantees and subordinated loans. Since 2008, TISE has been actively granting loans to NGOs, microenterprises and SMEs. These lending operations have been funded by TISE’s own funds and since 2012 also by funds made available by Bank Gospodarstwa Krajowego [National Economy Bank] under agreements with the European Union, namely the operational programme “Development of Eastern Poland”, the JEREMIE initiative, as well as the European Investment Fund.
Between 2013 and 2016 TISE, was also the sole partner of Bank Gospodarstwa Krajowego in the pilot project co-financed by the European Social Fund “Financial Engineering Support for Social Economy Development”, including a PLN 39 million preferential loan fund for social entrepreneurs’ capital expenditure requirements. During the 3-year operation of the fund, TISE granted 500 loans to 401 social enterprises – worker cooperatives, disabled and blind persons cooperatives, social cooperatives, NGOs, non-profit companies and ecclesiastical legal bodies.
Since November 2014, TISE has been granting loans to graduates, students in final years of study and unemployed persons, under the “First business – Supporting your start” programme of the Ministry of Family, Labour and Social Policy and Bank Gospodarstwa Krajowego. The purpose of the programme is to provide support to future entrepreneurs. TISE is also an administrator of CoopEst – a European investment fund investing in loans for funds for micro social enterprises.
In the middle of 2016, TISE entered into a loan guarantee agreement with the European Investment Fund to provide guarantees to social entrepreneurs. Under this agreement, TISE developed a new product, i.e. loans for social enterprises backed by EIF guarantees – EaSI. Thanks to this scheme at least 60 Polish and Central European social economy operators will have easier access to finance.
In late December 2016, TISE signed an agreement with Bank Gospodarstwa Krajowego (BGK) to manage a preferential loan fund for social enterprises. The PLN 28.7 million lending funds come from the operational programme Knowledge Education Development (OP KED). By June 2018, TISE will have granted at least 446 loans in 12 voivodships (in the other 4 voivodships, the lending scheme will be operated by Fundusz Regionu Wałbrzyskiego [Wałbrzyski Region Fund]) and the beneficiary social entrepreneurs will have created 270 jobs.
In March 2017, TISE and its partners Pracownia Badań i Innowacji Społecznych Stocznia [the Social Innovation and Research Lab “Shipyard”] and Związek Miast Polskich [the Association of Polish Cities], won a tender of the Ministry of Development to design a social investment bond model in Poland, as part of the OP KED Social Innovation programme.
TISE is the sole Polish member of the European Federation of Ethical and Alternative Banks FEBEA and the European Venture Philanthropy Association EVPA.
Since its inception, TISE has taken part in a variety of initiatives supporting the development of civil society in Poland. TISE is a founding member (in 2004) of the Standing Conference on Social Economy (SKES), which seeks to boost joint efforts of persons and organisations to develop and promote of the social economy model in Poland – by promoting social economy as a leverage of economic development of the Polish society, establishing mechanisms for exchanging knowledge, experience and good practice, and by developing networks of social economy operators.
Each year, TISE co-organises the Polish Social Economy Conventions (OSES) – the annual holiday of social economy featuring panels, discussions, research presentations, exhibitions, theatre performances and trade fairs.
TISE and its employees (as volunteers) sit on the jury of Konkurs im. Jacka Kuronia na Przedsiębiorstwo Społeczne Roku [Jacek Kuroń Competition for the Best Social Enterprise of the Year]. TISE also offers its own rewords to participants: the Honorable Mention and the Discovery of the Year Award.
In May 2017, TISE once again obtained the Green Office certificate and the Evaluation Committee of the Environmental Partnership Foundation awarded TISE 100% points in all the areas under scrutiny.
